Press Briefing for the Launch of The National Public Sector Reform Strategy (NPSRS) 2018-2023

Ladies and Gentlemen

1. As the Chief Executive Officer in-charge of Public Sector Reforms, I am very delighted because an unprecedented feat has been chalked in the history of our beloved country with the development and review of a National Public Sector Reform Strategy which is going to be launched by the President of the Republic, Nana Addo Dankwa Akufo Addo.

2. As you might be aware, the absence of a comprehensive national public sector reform strategy has always been echoed by several state and non-state actors, as well as the country’s development partners (DPs), as one of the main reasons for the unco-ordinated, inefficient and ineffective reforms in the public sector, thus leading to the poor unimpressive public service delivery in the country.

3. The previous Government developed NPSRS document which was to be implemented from 2017-2027.

4. This was approved by our Government in principle. It was, however, decided to review the document, within the framework of and in line with our Government’s private sector-led development agenda and re-submit it for the adoption of our new Cabinet.

5. In that regard a Committee chaired by the Senior Minister and made up of other Ministers, representatives from the private sector, Academia etc. was constituted to review the document. Also a Technical Committee was put in place to produce a revised version for the consideration of the Review Committee. Eventually, a draft NPSRS, 2018-2023 was developed.

6. The goal of the NPSRS, 2018-2023 is to “enhance service delivery to citizens and the private sector”. Through this strategy, the Government aims to establish an open and impartial public sector at the central and local government levels, with citizens and the private sector at the core of its concerns.

7. The draft NPSRS, 2018-2023 which has received both Executive and Cabinet approvals is now set to be launched by the President of the Republic at the Accra International Conference Centre on 8th August 2018 at 11 am. Invited participants are expected to be seated by 10:30.

8. The launch which will not span more than two (2) hours will host participants comprising: • The President • All Ministers • All Deputy Ministers • Members of Parliament • CEOs and their Deputies • The Diplomatic Corps • Ministries Departments and Agencies • Financial Institutions • Chiefs and Queen Mothers • Religious Groups • Civil Society • Market women Associations • Senior Security Officials • Judiciary • Trade Unions • Driver Unions • Development Partners • Students • Private Sector Businesses • Political Parties • Academia (Vice Chancellors and Rectors) • Persons With Disabilities

9. In view of the importance government attaches to the reform agenda, H.E the President of the Republic, Nana Addo Dankwa Akufo Addo will launch the strategy document. The Senior Minister will give the welcome address while I give an overview of the strategy document being launched. Also the minority leader and the President of Ghana National Chamber of Commerce and Industry (GNCCI) will both give statements at the launch.

10. Immediately after the launch, there will be post launch activities in three (3) zones namely; Southern (for Central, Western, Eastern and Volta regions), Central (for Ashanti, Brong-Ahafo regions and Eastern regions), and Northern (for Northern, Upper East and West regions) Zones respectively.

11. Tentatively, it is our expectation that, the first of these post launch activities which will take place in Cape-Coast for the Central zone will start on Wednesday, 15th August 2018.

12. We are therefore calling on all well-meaning Ghanaians and of course the media to assist in making the governments’ reform agenda a success. For your information, reforms are to be devoid of partisanship.

13.
